Okoora is seeking a senior legal and regulatory leader to oversee all legal, compliance, and licensing aspects of the company's operations in Israel and internationally. This role combines strategic legal guidance with hands-on regulatory execution, ensuring Okoora operates safely, efficiently, and in full alignment with financial regulations while supporting rapid global expansion.
Key Responsibilities:
- Legal Leadership:
- Oversee all corporate legal matters including commercial agreements, partnerships, investments, employment, and governance.
- Manage external counsels in Israel and abroad.
- Provide legal support for business transactions, fundraising, and strategic initiatives.
- Regulation and Licensing (Israel):
- Ensure full compliance with the company's Payment Services Provider License and Investment Marketing License.
- Lead all communications with Israeli regulators (Capital Market Authority, Bank of Israel, Israel Securities Authority).
- Supervise and guide the compliance team to maintain operational alignment with license obligations.
- Global Regulatory Framework Development:
- Design and execute Okoora's international regulatory roadmap.
- Identify and pursue licensing opportunities in other regions through direct applications or partnerships with licensed entities (agents / partners).
- Build the legal architecture that enables Okoora to operate, partner, and scale globally under compliant structures.
- Compliance Team Management:
- Lead the compliance department, including the Compliance Officer and two compliance specialists.
- Define company-wide compliance policies and frameworks.
- Ensure business teams operate under clear regulatory boundaries while enabling commercial agility.
- Executive Support:
- Advise the CEO and management on legal and regulatory issues related to growth, investments, and global operations.
- Represent Okoora in discussions with regulators, investors, and strategic partners.
- Licensed attorney with 5+ years of experience in financial or fintech sectors.
- Proven track record managing licensing processes with Israeli regulators (Capital Market Authority, Bank of Israel, ISA).
- Demonstrated experience establishing regulatory frameworks for international operations (including through agents or partnerships).
- Strong commercial and financial acumen.
- Experience managing legal or regulatory teams.
- Excellent written and spoken English; ability to draft and review complex legal documents.
- Ability to work directly with C-level management and board members.
