Job Title:VP, Deputy BSA OfficerJob Description:Summary:Responsible for assisting with the implementation of all aspects of the Bank Secrecy Act and OFAC compliance program. This position performs various quality control reviews and monitoring pertaining to the Bank Secrecy Act, USA PATRIOT Act, anti-money laundering, OFAC, customer identification/know your customer, and consults and guides the Bank in the establishment of controls to mitigate risks.
Essential Duties and Responsibilities:Serves as the Deputy BSA Officer
Assists in the development, implementation and ongoing improvement of the Bank's BSA/OFAC Program including, risk assessment, procedures, training, internal control and mitigation processes, customer due diligence and oversight of the BSA team
Participates and prepares for regulatory BSA examinations and independent audits, internal Board and Management committee meetings
Assists with the Selection/development of BSA/AML/OFAC related training programs for directors, management and employees and providing BSA/OFAC guidance and coaching to employees
Prepares reports for the Executive Management and Board of Directors on a periodic basis, including but not limited to trends in high risk customer on/off boarding, SARs, emerging BSA and AML
Responsible for overseeing the customer risk management processes and the regular enhanced due diligence (EDD) reviews, engaging in the initial risk assessment of potential new customers in high risk categories (e.g., MSB, casino, MRB, DCM, private ATM, TPPP, etc.), and ensuring customer risk ratings are appropriately assigned and related oversight is performed by the BSA team
Maintains supervisory responsibilities for mentoring, training and coaching BSA staff
Ensures compliance with labor laws, performance reviews, work schedules and timekeeping reporting
Assists with managing the Bank's sanction screening systems as well as the AML Monitoring System and ensure adherence, including system data validation, model management, system calibration and configuration
Gains knowledge of the company's BSA/OFAC policy, program, and various desktop procedures to ensure a working knowledge of all segments of the BSA/AML processes within the Bank
Oversee and perform quality reviews, monitoring and analysis of various regulatory reports (e.g., CTR, SAR ARBP), logs, cases, and transaction data to identify trends, unusual activity, and monitor large currency activity, among other areas of oversight
Managing, researching and responding to regulatory and supervisory requested information from regulators other government entities; mitigation of any findings/observations
Maintain a proficient knowledge of all BSA AML OFAC rules and regulations applicable to the Bank at the state and federal level, regularly monitoring and keeping abreast of any changes that may have an impact on the Bank's BSA AML OFAC program
Research regulatory issues and respond to compliance questions from personnel, using legal and regulatory reference materials, regulatory agencies, legal counsel, and professional associations and organizations as appropriate
Provide M&A support as necessary to establish new procedures and properly oversee new customers, products and BSA team members
Other job related duties as assigned
Demonstrated knowledge of BSA/AML/USAPA/OFAC banking laws and regulations, state and federal
Demonstrated knowledge of banking products and services
Demonstrated experience with risk mitigation of high risk customers (initial and ongoing EDD)
Demonstrated proficiency in identifying customer behavior indicative of suspicious activity and take appropriate steps to conduct further investigation
Demonstrated experience with model management, system calibration and configuration, ideally system administration of a BSA system
Demonstrated experience in writing procedures
Demonstrated experience managing people in a geographically dispersed environment
Ability to proactively identify and assess and mitigate potential BSA AML OFAC concerns and risks
Ability to successfully establish priorities, resolve issues, work independently, and meet deadlines
Ability to interpret regulations, assess the program and determine actionable steps for compliance
Effectively work with Microsoft Office products, AML software, and other computer software programs
Exceptional interpersonal, writing, communication and organizational skills with the ability to work autonomously as well as collaboratively within a team environment
Good organizational and time management skills; ability to work in a remote environment
Supervisory Responsibilities:
Will supervise members of the BSA team
Education and/or Experience:
Minimum of 10 years of banking experience required
Minimum of 10 years of BSA/AML experience required
Minimum 5 years coaching, leading or mentoring others
Bachelor's degree or equivalent work experience
Computer and Software Skills:
Proficient in Microsoft Office
Bankway
Salesforce
Verafin or other BSA AML system(s)
Certificates, Licenses and Registrations:
ACAMS certification preferred
