JOB TITLE: Supply Chain Planning & Optimization Consultant

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
[he United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change. Supply chain management is at the core of WFP's humanitarian response and therefore an area of constant strategic focus. Over 4.500 supply chain staff work around the clock to deliver food assistance to beneficiaries in some of the most complex environments.
Palestine Country office has been facing a scale-up in operation since October 2023 in Gaza with more than MT of food delivered so far for 1.1 million beneficiaries per month. The situation in Gaza is extremly volatile requiring constant adjustments to supply chain plans both upstream and downstream the supply chain. Further, with the rapid deterioration of the regional security, contigency plans are also been defined for the West Bank for both Cash Based Transfer and In-Kind programming.
The Supply Chain Planner will report directly to the Head of Supply Chain in Jerusalem Office.
With growing humanitarian needs far outpacing increases in funding, better planning is critical to improve WFP's efficiency and ability to operate in an environment with frequent supply chain disruptions. As part of these efforts, the Supply Chain Planning & Optimization Consultant will contribute to increased efficiency of operations in the country, applying best practices in supply chain management and advanced analytics to develop integrated sourcing and delivery plans, provide operational foresight in support of data-driven decision-making, and optimize operations design, both for WFP operations and those of its partners. In support of these tasks, the Consultant will use the digital solutions developed to support risk-informed, data-driven supply chain decision-making (e.g, Optimus, Prisma, GUP).
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Lead supply chain planning analyses, including the development of sourcing & delivery plans, evaluating the cost-effectiveness of operational corridors and country office emergency preparedness planning.
2. Enable the adoption of best practices and advanced analytics in supply chain management for operations in the country, to increase their efficiency and effectiveness.
3.Support the development, testing, and implementation of supply chain planning tools in the country, including Optimus and Prisma.
4.Engaging in discussions on replenishment of CO inventories, ensuring adequate inventory levels to meet forecasted demand.
5. Coordinate closely with relevant business functions to provide end-to-end strategic, tactical and operational visibility on operations to CO management, anticipating and flagging potential issues to be mitigated or addressed.
6. Perform what-if scenario analyses to support the resolution of ad-hoc issues and emergencies affecting CO operations.
7. Coordinate closely with the planning teams in HQ and in RBC to stay abreast of latest developments & best practices and ensure a harmonized approach to operations management.
8. Support strategic planning activities, including the optimization of the supply chain network and revisions of WFP's transfers during CSP and Budget Revision processes.
9. Provide analytical support to national capacity strengthening activities in the country, including the strengthening of food systems.
10.Strengthen the capacity of CO staff in the areas of supply chain management, planning and optimization, as well as data analytics.

DELIVERABLES AT THE END OF THE CONTRACT:
Periodic sourcing and delivery plans for CO operations, ensuring timely availability of inventory to meet funded demand.
Provision of recommendations to Supply Chain management in support of risk-informed, data-driven decision-making to increase efficiency of supply chain operations.
Periodic strategic overview of the status of CO operations, including alerts and issues to be addressed.
Identification of supply chain cost inefficiencies in CO operations and proposition of models to achieve cost savings.
Co-development of the tools to support supply chain decision making. Support COs in the design of their concept of operations as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Master's degree in Supply Chain Management, Industrial Engineering, Data Science, Operations Research, Business Analytics or equivalent
Experience: Minimum of three years of relevant postgraduate experience related to the planning and optimization of supply chain operations
Knowledge & Skills:
Experience in SC-related industry (e.g. supporting S&OP-type processes, material planning, distribution planning, procurement, shipping, etc.) is required.
Experience in using analytics to support operations management (e.g. planning, optimizing supply chain networks, development of KPIs and visualization dashboards, etc.) is required.
Experience with consultancy-type activities (e.g. business analysis, process mapping, data transformation and analysis, presenting conclusions to senior management, etc.) is required.
Experience working with government or humanitarian agencies (e.g. UN, NGOs, etc.) is preferred, in particular in the areas of humanitarian and health logistics.
Experience with developing analytical solutions (e.g. dashboards, optimization models, data transformation pipelines) is preferred.
Highly numerate, able to rapidly analyze and interpret data.
Problem-solving attitude, able to structure ambiguous problems and solve them through a mix of quantitative and qualitative analyses.
Highly developed communication skills, able to use written and verbal mediums to communicate recommendations and influence outcomes.
Strong time management skills with an ability to plan ahead and anticipate requirements, problems, and obstacles.
Self-motivated and proactive, able to take initiative and work autonomously to achieve objectives.
Ability to juggle competing priorities successfully while working under (sometimes) tight deadlines.
Effective people skills, able to work both individually and in a team in a multi- cultural environment.
Ability to interact with senior leaders and a wide range of stakeholders with credibility and tact.
Proficiency in object-oriented programming language (with a strong preference for Python) is an added value.
Languages: Fluency in both oral and written communication in English is required. CO to advise if a second UN language is required/preferred (e.g. French, Arabic, Spanish, etc.)
