OBJECTIVES OF THE PROGRAMME

To support the health systems and wellbeing goals by ensuring effectiveness and impact of its activities through supporting the development of work plans, project proposals, preparation and review of technical reports ensuring adherence to regional and global policies, donor procedures, guidelines and timelines, tracking implementation and activity cost changes, and rate of expenditures.

DESCRIPTION OF DUTIES
  1. Develop proposals including preparation of workplans, Gantt Charts, logical framework, monitoring and evaluation frameworks, risk management framework among others.2. Track the status of all health systems project proposals from drafting stage to their final acceptance by donors.3. Familiarize and advise the health systems team to rules and regulations, procedures and practices of donors and ensure timely submissions of proposals to allow release of funds.4. Manage the initiation of WHO contracts such as APWs, consultancies, and DFCs including preparation of terms of reference and other related documents and follow up with the programme assistants to ensure: accuracy of data and actions; the receipt of signed contracts; reports; finalizing payments by FIN/GSC and clearance of any outstanding payments.5. Closely monitor the workplans with the National Health System Officer to ensure that for all deliverables are in line with the workplan and timelines, discussing any inconsistencies with the related health systems and wellbeing team and ensure timely reprogramming is carried out.6 . Coordinate and implement workshops and support preparations for meetings and missions as requested.7. Support coordination activities with the partners including writing meeting reports, support in preparing presentations, and follow up on action points as advised by supervisors.8. Perform all other related duties as assigned.
REQUIRED QUALIFICATIONS
Education

Essential: University degree in business administration, management, public health, social sciences, or a related field.

Desirable: Training in project management

Experience

Essential: At least two years of relevant experience in the areas of public health and/or programme planning and management

Desirable: Experience in UN.

Skills

Working knowledge in programme management.Excellent interpersonal skills and ability to work under pressure; tact, discretion and diplomacy.Ability to write in a clear and concise manner and to convey written information in an effective manner.

Remuneration comprises an annual base salary starting at ILS 269,618 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
